If you don't need them too detailed(you aren't going to see them up close) I suggest just using meshes. You can model fjords fairly easily in Blender, or if you are using Unreal Engine 4 you could use the rock mountain models provided by Epic.

If for some reason you need the heightmap itself, then I suggest you modify the Mesas example and see if you can get something like Fjords.
I've been trying to recreate the Calanques of Marseille in WM but so far I haven't been able to get anything accurate. Is there a macro or another method to create and texture mountains like these? I have a number of photoscanned limestone cliff assets which can be used to detail the edges of the terrain, so all I really need is the shape of the mountains.

Any help with this would be appreciated!
