Editing r16 into Photoshop

I'm try to edit some exported r16 heightmap files into photoshop.  I want to do some work on some coastal cliffs before putting importing the heightmaps into unity.  So I've changed the extension to .raw, but I keep getting a message "specified image is larger than the file".  My files are 2048 and that's what I'm specifying, but no luck.

Could someone please help me understand what's going on here?

You can open .r16 files without renaming by using the "Open as" functionality in photoshop, and selecting "Photoshop Raw".

In the import dialog, select 1 channel, 16bit, PC ordering, with 0 bytes header. You might need to specify dimensions if they're not square.

That's the bit I'm having problems with.  They don't obey the dimensions in WM.  Everything else I know.
