From 2D or Adobe Illustrator to World Machine?!

I have been really difficult to have come at a cheap but a good program to build their own 3D worlds. My goal is to use an existing topographic map in JPG or preferably in vector format (* .ai) in Adobe Illustrator. In Illustrator, I have different altitude (contour lines) in separate layers if one can use the data from Adobe Illustrator into this program? (PRO version)

Otherwise, I wonder if you can load a topographic map in JPEG format or the equivalent of having it as a basis when building up a landscape using the information from the contour lines which are in the map.
