I was reading something about WM a few weeks ago that mentioned the ability to render out a portion of the terrain to test changes (so that the process is faster/lower resolution and you can try more things while still seeing what the end result will look like in terms of detail). I can’t find anything in the manual or in WM itself that mentions this so maybe I read it wrong at the time. Is it possible and how would I go about this?

Certainly – just create a new render extent that is focused on a smaller section of terrain. Lots of ways to do this, but the easiest is to go to the layout view. Click Zoom to Extents to make sure you’re looking at the current render extents.
Click New Extents to create a new render extent, then click Set Current and draw a box in the layout view to define the new render extents. You’ll see that the preview in the left side has changed to the zoomed in region. You can cycle through making different extents active by using the left and right scroll arrows to the right of the extents’ name in the leftside bar. You can set the resolution of each render extent independently.
