3d view issue - moves my its self - wont rotate properly

    My 3D view moves all by its self for some reason and I cannot rotate it like I used to, I didn’t even know there was a way to make the worlds move but I cant figure out how to stop it. I can zoom in and out but as soon as I click on the screen the world stats to move. Any thoughts on how to get the 3D view not to move???
