So when you have Explorer View in first mode - it works fine - window fully resizable
But if you will chose second one mode - window do not allow to set any minimal sizes (i think it is due to un-resizable settings side on left part)
i use 4 separate sub-screens division while work, and only Explorer View is not comfortable due to that specific of second mode
for example Layout View works fine and part of screen with settings allows full window resizing
