When I attempt to save a macro that i have created to the library i get this error message. Repetition 10/10 when I downloaded the new 3.0 development build. What do I need to do to save my macros?

Go to Preferences->Paths, and see where the macro library is set to reside. It should accessible (if you click Open, it should bring up an explorer window for it), and you should have ownership rights of the folder.
Sometimes this is caused by not creating your own folder for macros, etc when you first run WM. In that case the macro and document folder will be under Program Files, which is not writeable without administrator rights. It is strongly recommended to create your own documents/macros/presets folder so you can save your own works.
